The criteria for the selection of the award recipients:
- Nominee(s) must have saved or assisted in saving a life by intervening in a life-threatening situation and/or given the victim the aid needed to survive.
- Nominee must live, work, or be stationed in San Diego or Imperial County.
- The heroic act must have occurred between July 1, 2008, and July 14, 2009.
